Gary Hosea is a Republican candidate for Clark County Commission, District B. He offered the following answers to the questionnaire I sent out the other day:
Q. Perhaps one of the greatest concerns that many North Las Vegans share is the sudden apparent increase in high density housing projects near single family homes. How would you deal with these concerns?
A. The first thing I would do is to Elect Gary M. Hosea as the first Full-time Commissioner for
District B. (www.gmhosea.com) I would concentrate on what the citizens want to see in the area and how the area is currently zoned. What facilities are in the area: i.e. police, fire, hospital. What if any waivers are needed and has any of this type of dwelling been planned in the master plan for this location. I would make the hard choices that are required. I would not just look at what special interest is jingling money in front of me.
Q. North Las Vegans and others in the northern valley are worried about the noise and possible shooting mishaps which may result from the construction of the new Clark County Shooting Park. If elected, what would you do to ensure that people living near the park will remain safe and their neighborhoods reasonably quiet?
A. The Clark County Shooting Park is a mile from North Las Vegas and has been planned for over ten years in this area from what I have been told by the Planning Department. It may need sound walls similar to I-95 freeway. It will definitely need a larger police presence when not in use and mandatory training for everyone that uses this facility. Although, like everything else it is not certain that there will not be an accident or intentional shooting here. Education and safe range practices are the key. But even this will not preclude an incident.
Q. Many North Las Vegans are concerned about the proposed construction of a large road system in the northern valley called the Sheep Mountain Parkway. Do you favor or oppose the construction of this parkway and why?
A. I have seen the proposal but would like to know more about it. Like what are the benefits from another beltway in the northern valley and who does it really benefit and who or what is being displaced by it being built.
Q. During the last view years, there have been a number of shootings at schools and elsewhere involving children. What would you do, if elected, to reduce the number of shootings at our schools and in our neighborhoods?
A. Better education of students - possible metal detectors at High Schools as suggested by some school administrators that I have talked with concerning this issue. However, it can happen anywhere. Who would have thought a person would go crazy in a Food-4-Less in North Las Vegas.
Q. What would you do to deal with the budget shortfalls at your level of government (state, county, city)? What would you do to guarantee, as Assembly Speaker Barbara Buckley has promised, that they will never happen again?
A. We need to improve our education system so that more employers are willing to relocate here. Although, California has lost companies to other states and even gained by having bio-tech companies and others start up in California - They are still not coming to the state with no income tax. Part of it was the casino environment years ago, but that idea or concept no longer is true. As states have increased gaming as well. University of Nevada at Las Vegas(UNLV) needs to be a better facilitator in energy technology and the other sciences.
Q. Do you support the construction of a Tule Springs Ice Age Park? Why or why not?
A. I support the preservation of Tule Springs and would consider some type of cultural/educational facility near this location to be built. As long as it did not upset the Eco-system or the site. I would also like to see our students more involved from College to Elementary students as this site has fantastic learning potential. Las Vegas tends to implode its culture and calls it the reinvention of Las Vegas.
Q. What will be your most important priority if elected? What steps would you take to attain that priority?
A. The first would be to be serve the people as a full-time Commissioner. Though the position is part-time. Two other candidate's running for the seat that Chip Maxfield now occupies have stated after me that they would be serving the community full-time. So I have not been elected yet and I am already making policy. My most important goal is accountability and efficiency in all County operations. Look at the wasteful operations of the University Medical Center and how much it has cost us so far under Tom Collins watch.
