Which signature is forged?
Isn't forgery a crime?

How much land is enough?

"NRS 361.325 Nevada Tax Commission to establish valuations of mobile homes and land; property escaping taxation to be placed on assessment roll.
(b) Classify land and fix and establish the valuation thereof for assessment purposes. The classification of agricultural land must be made on the basis of crop, timber or forage production, either in tons of crops per acre, board feet or other unit, or animal unit months of forage. An animal unit month is the amount of forage which is necessary for the complete sustenance of one animal unit for 1 month. One animal unit is defined as one cow and calf, or its equivalent, and the amount of forage necessary to sustain one animal unit for 1 month is defined as 900 pounds of dry weight forage."

What do I have to prove?

"NAC 361A.120 Application: Contents. (NRS 360.090, 360.250, 361A.110)
1. An application for agricultural use assessment filed pursuant to NRS 361A.110 must contain:
(g) The gross income received from agricultural pursuits during the immediately preceding calendar year; and
(h) Expenses and net income attributable to the agricultural pursuit."

What else can the assessor bug me for?

"NAC 361A.130 Application: Additional documentation. (NRS 360.090, 360.250, 361A.110, 361A.120) Additional documentation may be requested by the assessing authority relating to a determination of agricultural pursuit or conducting a business venture for profit, including, without limitation, leases, receipts or rent paid, account balance sheets, profit and loss statements, audited financial statements and federal income tax returns. Such additional documentation must accompany the application but does not need to be recorded."

Gibbons might need to increase the scope of his Legal Defense Fund to include his argi-business!


Here is the chart for meeting the requirement that the land produce more than 1/2 the feed required for 1 year. See page 21. See other parts of report for defintion of land...my hunch is Gibbons has 4th Grade Grazing, but maybe it is 1st Grade Grazing meaning it wouldn't support 1 cow and a calf (1 AUM under the law)

I am certainly no hand writting expert. However I can see the signature on those two documents to be very different.
Just noting the first letter J in the second doc starts with an up stroke rather than from the lower right as in the first document is enough to make one wonder. The second letter of the second example appears to be an A. The third letter of the second example appears to be an M as it should be, but it also looks like a fourth letter has sneaked in and it appears to be letter P when mixed with the scroll from the line below. As compared to the signature on the first document it has no clarity. In the first document the signature is fairly clear. Even to my untrained eye there is a very different use of pen strokes.
From looking at these two documents I would conclude that two different people wrote them or there was a deliberate attempt at obfuscating the signature and thus the facts.
Any way on cracks that nut it needs to be looked into by law enforcment

The top one looks like a woman wrote it.

I've seen the Governor's signature many times over and his is the one on top, very precise and very legible. Often times he signs his name "James A. Gibbons".

It seems quite clear that the Elko Assessor did not comply with NRS/NAC and his own guidelines in this instant case. Man, what kind of pressure would make a 17 year veteran assessor abandon all known laws in allowing this agriculture assessment?
